Differentiate automated comments from user comments

Bug Description
The auditable logs generate lot of comments and it is now difficult to identify user comments.
It would be nice to:
- Add a marker to identify comments generated automatically from an event
- Add a feature on the UI to show/hide automatically generated comments with a default to hide.
To post a comment you must log in.

The new site design allows toggling the visibility of the audit log (defaults to off), and the audit log messages are differntiated by having orange (linked) timestamps vs plain black ones.
Admittedly the messages from when people edit the values (as opposed to when jenkins jobs are run) are displayed black and indistinguishable from comments, but that's because there is no real meaningful URL to include for those entries (unless you want it to be a self-referential URL that when you click on it, takes you to the request page you're already looking at).
