Bug Description
Bifrost's more recent code still utilizes the long deprecated "baremetal_admin" role which requires to continue to support the deprecated Role Based Access Control policy where that role is supported.
In order for ironic to disable by default the long deprecated policy, and move forward bifrost's keystone usage to be both system scope aware and utilize the "admin" role, several minor updates are required to bifrost to specifically utilize the correct roles with keystone, to allow accounts to work as expected.
