Deployment fails on minimal ubuntu xenial when no VENV used and keystone enabled

Bug Description

Due to the fact that python-openstackclient is not installed on the system all deployment steps using "openstack ...' command can not succeed

The reason is because the ubuntu xenial version used is a very stripped down JEOS
