On Centos 7 localhost install playbook requires but does not install python-selinux

Bug Description
On a Centos 7 minimal installation running:
'ansible-playbook -K -vvvv -i inventory/localhost install.yaml'
Fails with message:
"target uses selinux but python bindings (python-selinux) are not installed"
Workaround is to install python-selinux before running the playbook:
'sudo yum install python-selinux'

I think the only thing we could really do is make sure we include this as part of one of the environment setup dependencies.
