bifrost has no capability of waiting for deployments to complete

os_ironic_node has several calls to shade that need support to pass wait state through to shade to leverage the existing node_set_provision_state calls.

Largely this needs to occur in shade. WIP shade update has been posted to https://review.openstack.org/253979. The required os_ironic_node changes are relatively minor, but will need to be blocked until a new version of shade is released since bifrost installs shade from pip by default.

Support with-in shade is on track to land. We're blocked until the next release of shade.
