Bug Description
Generating a different config-drive and then re-deploying a node results in the node being redeployed with the original config-drive. I verified the config-drive ISO in the httpboot dir and it is being regenerated as expected. Specifics on what I have done are: Skipped the task to generate network_

This is PEBKAC - My pxe boot was failing and the host was then rebooting off of disk which I was misdiagnosing as booting a stale image.
