Bifrost does not work with Ansible 2.0

Bug Description

Ansible's parsing engine for 2.0 has received a number of changes in ways that break compatibility.

This requires retooling in some areas however this will likely result in incompatible plays, template variable handling issues, and other general weirdness.

I've posted https://review.openstack.org/196832. Presently Ansible devel branch template utilization is broken, apparently due to https://github.com/ansible/ansible/issues/11377. Reverting Ansible to the change before the one noted allows the playbook to run to the configuration drives build section where things become... odd due to what appears to be random UUID values being returned/utilized.
