Bifrost's installation model requires Internet access

Bug Description

Bifrost's installation process currently retrieves all files and repositories from the internet. Some users may not be able to have Internet access when performing the installation, so we need to look at leveraging only packages potentially.

Does 'triaged' mean there's some solution?

I've been poking at this myself - this is actually a key concern for me.

If there's nothing in place, I can show some WIP and see if its a direction we're happy to go in :-)

Triaged means that we acknowledge the area of issue or need for importance and have set a basic priority. We presently don't have a plan, so your more than welcome to share, and maybe we can make it happen far sooner rather than later.

If you would like, you can post some proofs of concept to a forked clone on github, post a few reviews, or create a blueprint in launchpad. Whatever you feel is the easiest and least impactful method to communicate what your thinking to the rest of us. :)

P.S. I'm really looking forward to this. :)

I think we should sync up on this conundrum sometime this week, as we're looking at RHEL and CentOS support, and given package nature, I suspect you may have valuable input to the discussion.

I think this has a very simple rule of thumb: all URLs should be in vars instead of templates. I'll post my branch for review tonight that does this (after I do the write up). Things like apt, yum, and pip aren't a concern because while their defaults require a network, they can be configured to point to local mirrors outside of bifrost.

I'm fairly sure this has been worked out given that I've performed base installations from a machine that had to use a proxy at this point, nor have any users expressed any difficulty with proxy use. Do you think this can be closed at this time?
