Constraint enforcment might not work for contrail driver

Bug Description

to fix the bug https://bugs.launchpad.net/bgpvpn/+bug/1537067 we relied on a new callback triggered by neutron when a port or a subnet is attached to a router :

However, this callback is triggered from the db part of neutron :

https://review.openstack.org/#/c/369221/15/neutron/db/l3_db.py

Since contrail doesn't use the db part of neutron, I suspect that if using contrail, bgpvpn service plugin won't be aware that a port/subnet is being attached to a router.

The last Contrail BGPVPN driver enforce that constraints in the Contrail API side.
