Bug Description

It seems that we will have to use OsloVersionObject for our DB object in order to be able to upgrade without having to shutdown the neutron service.

using OVO doesn't seem mandatory, and using alembic scripts while neutron servers are stopped is acceptable. however we should run a grenabe job in our gate.
