!help returns pmsg help links in AoC where AoC doesn't support pgroups

Bug Description
The help command returns 3 pages of help links, one for tell one for gc and one for pmsg, Age of Conan doesn't support private groups so this link is not needed in Age of Conan
Removing this would also reduce the number of chat server disconnects related to AoC's flood protection.
