XML declaration constructor with exclamation points

Bug Description
Your XML declaration constructor, Declaration(), encloses the string argument with exclamation points (marks).
<!string!>
Correctly, it should enclose them with question marks.
<?string?>
This is true for all parsers. I am using Ubuntu Python version 2.7.6 and have both lxml and html5lib installed.
The attached .tar file includes both the script and its dependencies. They should be unzipped to a single directory.
