[Enhancements] More visibility on the project

Really, its a very cool project but it's a pain to find the stuff we want easily. Thus here is a list of little changes that could make this project more "social":

* Repo on GitHub: Watches, forks, pull requests, issues... that's easy to dive into a project
* More visible readthedocs.org documentation. I can see that http://beautiful-soup-4.readthedocs.org/ exists but its a pain to reach and "-" in the middle of the package name makes it even worse
* Unittesting on travis-ci.org: This is all automated. Really easy to use
* (Optional) IRC channel: To communicate, sometimes its cool. GitHub can report newly pushed commits in there, Travis-CI can report build status

Inspired by requests, I now do that on my project, subliminal, that makes heavy use of beautifulsoup4.
