database admin script

Create a script that would create and do the basic setup for Postgres and MySQL databases. Would basically need to connect to the server, create the database and create at least one user that has permissions to alter the database. All of the tables and stuff could be done the same as before.

We could also probably do this in the connection manager or in some sort of wizard/druid. If in the connection manager you can connect to the server but the database doesn't exist then we could start the druid.

At the moment it only supports Postgres databases and is only a command line script but it does the trick. This could later be incorporated into ConnectionManager
