fuel-bootstrap: do not compress data after build

fuel-bootstrap builds *.tar.gz archive with initrd, vmlinux and rootfs. We don't using archive as it is, and decompressing files from it.
In order to do not waste resources for compression/decompression it would be good to add --do-not-compress option, that will allow to receive uncompressed vmlinux, initrd and rootfs files after build as it was in fuel-bootstrap-image-builder.

There were no output of compressing to single archive there:
less /var/log/fuel-bootstrap-image-build.log

I have not found archive files:

And no signs of archive in cobbler:
