Bug Description
fuel-agent can be used within Fuel and without it. As it gets external to Fuel interest, let's document it and ensure that it's easy to use & contribute.
We need to provide README which explains:
- what is it needed for
- what is the difference with Ironic Python Agent
- how the one can use fuel-agent with Ironic (with the reference to Ironic driver, which is currently at https:/
- example of use in pure Ironic + fuel-agent (no Nailgun / other Fuel parts)
- how fuel-agent can be deployed (what is the method of distribution. For instance, does the one needs to build / use existing bootstrap, installing fuel-agent from package there?)

Even if we really-really need a README file it is still does not break any single deployment. Changing priority to High
