fuel-agent README required

fuel-agent can be used within Fuel and without it. As it gets external to Fuel interest, let's document it and ensure that it's easy to use & contribute.

We need to provide README which explains:
- what is it needed for
- what is the difference with Ironic Python Agent
- how the one can use fuel-agent with Ironic (with the reference to Ironic driver, which is currently at https://review.fuel-infra.org/#/c/9097/)
- example of use in pure Ironic + fuel-agent (no Nailgun / other Fuel parts)
- how fuel-agent can be deployed (what is the method of distribution. For instance, does the one needs to build / use existing bootstrap, installing fuel-agent from package there?)

README.rst in https://github.com/stackforge/fuel-agent should be enough. Please reference all other document links if we have any (provisioning sequence diagram, etc.).

I've read the README file from the fuel-agent repo. It seems to me that all requirements from bug description are satisfied.
So move this bug to the Fix Released state.
