Bug Description

This doc :https://docs.openstack.org/barbican/queens/install/install-ubuntu.html

In Finalize installation section, restart the Key Manager services command is "service openstack-barbican-api restart".

But in ububtu, openstack-barbican-api service not found.
Only barbican-keystone-listener and barbican-worker.

    Remove service restart command for openstack-barbican-api.
    Add service restart command for barbican-keystone-listener
    , barbican-worker and apache2.
