Bug Description

When executing 'tox -e debug' in barbican-tempest-plugin repo, get error "ERROR: InvocationError: could not find executable 'oslo_debug_helper'". Should add oslotest to test-requirements.txt

tempest plugin projects are supposed to be branchless, so marked as "Fix Released" since there won't be any releases
