Incorrect conf setup in Install and configure for Red Hat Enterprise Linux and CentOS in Installation Guide for Key Manager Service

database connection is actually under DEFAULT and is sql_connection
command to sync database is this:

Kiran, even though the linked page does have the correct instructions, we still need to update the RDO instructions.

This was fixed with https://review.openstack.org/#/c/421699/ in Ocata. We won't be backporting to Newton since it is EOL in one month.
