Barbican should default to Keystone authentication

Barbican's barbican-api-paste.ini currently defaults to no authentication:

Since Barbican is an OpenStack project now, it should default to using Keystone authentication, otherwise operators deploying it will always need to take the extra step of changing barbican-api-paste.ini to a setting that makes sense in an OpenStack context.
