Bug Description

The version controller does not use the HATEOAS ulr provided in the configuration file for the "self" link. For deployers running barbican behind a proxy (or load balancer) this results in the incorrect url being provided by the version resource.

Steps to recreate:

- Chage barbican.conf so that
    host_ref = SOME_LOAD_BALANCED_URL
- Send a GET request to the version resource ( / )
- Note that the "self" link is not SOME_LOAD_BALANCED_URL
