Refactor setup scripts to remove duplicate code

Bug Description

contrib/devstack/lib/barbican and bin/keystone_data.sh both contain code to get keystone ready to run functional tests.
There is duplicate code between them that makes maintenance and enhancements difficult.

It would be great if we could refactor or combine these in a way to remove the duplicate code.
