Add Grenade gate job to test PostgreSQL migration

This bug requires first determining what state the Grenade project is in supporting callback hooks to the Barbican code base (rather than requiring mods to the Grenade and Tempest project repositories). Only once call backs are supported should this CR be undertaken.
