Sepa credit transfer requested execution date defaults to tomorrow

Bug Description
All banks I checked allow execution of Sepa credit transfers on the current date when submitted before midday or so. When a payment order with a requested execution date of today is submitted after that time, the bank will simply carry out the order on the next working day. So it seems to be more intuitive to default to today for the requested execution date.
Furthermore, the retrieved date is based on UTC, not on the user's timezone.

There is no good reason for having the default requested exec date = D+1. I think I wrote it that way to lower the risks of interoperability problems with the bank. You say that you got the information from several banks that it's OK to have the requested exec date = today, so I approve your change.
