Bug Description
the developer documentation in devhelp is empty.
Steps to reproduce:
1. install libbamf-doc
2. start devhelp
3. go to "libbamf reference manual"
all sections are empty. there's no documentation available.

there is nothing to do upstream, it's just the last release wasn't done with --enable- documentation. Now fixed with latest upload
