Bug Description
All of the nux input windows show up as window type == NORMAL, even though they have the dock hint set on them, This makes them get a fallback menu through appmenu and we end up showing them in the panel, allowing users to quit Unity from itself!
I've added a workaround inside the PanelMenuView in unity, but it would be nice for this to be fixed at the bamf level.

I was looking to this, but I can't find a test app to try (I've seen that the tooltip example uses a BaseWindow, hacking it to make it use an input window doesn't change anything) .
