Unity launcher doesn't recognise download-monitor as being open.

Bug Description
When installed under /opt (this doesn't appear to be a problem otherwise), download-monitor doesn't appear in the launcher. If it is locked in the launcher, the quicklist and progress bar work but clicking on the icon launches a new instance and the icon has no arrows to indicate open windows.

Ok, this actually isn't a consistent error - it is seemingly random. It also sometimes affects the `quickly share` version.
