Update or remove pop-gtk-theme

pop-gtk-theme is an Ubuntu-specific package.

I recommend that it either be updated (and kept updated) or removed from Ubuntu.

pop-gtk-theme was last updated in 2020. That version does not support GTK4 but many of the desktop apps used by Ubuntu Desktop or even other GTK flavors use GTK4 now.

pop-gtk-theme also includes a GNOME Shell theme, but it is common for new major releases of GNOME Shell to need Shell themes to make changes to adapt.

If we want to keep the package, I think it makes sense to get the package into Debian. There is https://salsa.debian.org/desktop-themes-team . It's not a particularly organized team, but it allows for Debian maintainers interested in themes to collaboratively work on other theme packaging if they want.

Thanks. We added it to try to reduce the number of users enabling the popOS ppa (which was creating some upgrade issues for those users later on) but seeing that the package hasn't been updated in years and we got no report about it then it's probably not effective, let's remove it from the archive since we have enough to do and that isn't something we want to invest more on at this point
