Sorry Christopher. It seemed to me that moving to df-libreoffice was the closest thing to "report[ing] this bug to the provider of the software package". If you know a project/package/team/whatever that suits this bug better, please move it there.

According to this mail https://lists.launchpad.net/libreoffice/msg00069.html from LibreOffice Packaging team they removed some langpacks because of free space problems in PPA's. But Lithuanian and Latvian langpacks are only half megabyte size: libreoffice-l10n-lt_4.1.1-0ubuntu1_all.deb (392.3 KiB), because help isn't translated into these languages.

Btw, it seems LibreOffice 4.1 PPA has enough free space even for all language packs, see this message from LibreOffice Packaging team:
https://lists.launchpad.net/libreoffice/msg00067.html

Please enable at least libreoffice-l10n-lt and libreoffice-l10n-lv in ppa:libreoffice/libreoffice-4.1 builds.

Thanks,
Mantas Kriaučiūnas,
Main developer of Ubuntu-based distribution for Lithuanian and Latvian people.

According to https://lists.launchpad.net/libreoffice/msg00072.html
for reporting bugs solution was to use launchpad/libreoffice (Ubuntu) with a tag "ppa" for this.

So, I've marked this bug as affecting "libreoffice (Ubuntu)" and added tag "ppa".

no longer affects: df-libreoffice
tags: added: ppa

Libre-office 4.1.x / precise 12.04 unity : It seems like french translation looks incomplete too : most menus are ok but most of sub-menus are mixed of french and english.

We cant build all the l10n on the PPA due to discspace limitations on the builders. This was solved by upstream work that allows to build l10n separately in LibreOffice 4.2, but that wont be backported. => WONTFIX.
@Gerald: Please dont mix multiple issues in one bug report.
