Bug Description

Currently utc is causing people problems as they might not understand what it does if enabled during the installation and they want to change the setting later when they experience problems.

Example of such problem is when user has a dualboot machine, where Windows and Linux are in different time, because utc is enabled. ( I recently fixed such problem myself. )

Obvious place to look for such setting is the date & time settings, so we should add there an option where utc could be enabled or disabled.

Thanks for your bug. It might be useful. Any opinion on where to place the option? To the timezone selection dialog maybe?

I've set the upstream report as WONTFIX because I think that setting should be automatically set on install, depending on what OSes are present. Adding this kind of obscure option will confuse users. What's Ubuntu's opinion about that?

IMO it's rather lame on part of developers to assume that the user is too stupid to understand a phrase "set hardware clock to UTC". Time zones are taught in 4th grade or so. Any adult brave enough to use linux is surely intelligent enough to understand that option.
Silently setting UTC=yes by default results in inconveniences especially for beginners, because most of them will have a different main OS!
Simply put, it's much easier to have this option displayed at install time than to spend 2 hours tracking it down, trying to unmolest the hardware clock.

Since I can't add to my previous comment (forum bug # 80895), here's how I fix clocks on Debian derivatives:
in Terminal "sudo gedit /etc/default/rcS"
set UTC=no & quit gedit
"sudo rm /etc/adjtime" to delete "bad" adjtime file
"hwclock --systohc --localtime" to create an improved adjtime file
And now they will stay roughly synchronized among reboots. No more clock schizophrenia :-)

Users will surely know what UTC is, but they'll have to be pretty smart to guess without further information all the implications using UTC on the hardware clock has. As I said, the installer should just disable UTC in hardware clock if Windows is already installed. If we provide an option for every special case, our installer will soon become unusable.
