Inform about systemd-oomd if it's installed during earlyoom installation

This issue is no longer actual - Ubuntu now uses systemd-oomd , like Fedora 34 and later, see https://fedoraproject.org/wiki/Changes/EnableSystemdOomd

EarlyOOM service was enabled by default in Fedora 32 Workstationto improve the user experience in low-memory situations.

I think it's better to start terminating processes only when available memory minimum is 5% instead of default 10%, so, I suggest to add

"-m 5" to EARLYOOM_ARGS variable in /etc/default/earlyoom file

Or maybe Fedora defaults: "-m 4 -M 409600" ?
