systray icon does not respond to mouse click

Bug Description

After I set systray-whitelist to ['all'], lots of systray icons do not respond to mouse click any more. For example, if I want to show menu of the "sound" systray icon, I have to click on the clock icon and hover mouse to "sound" it will switch to "sound"'s menu.

After I do a "gsettings reset com.canonical.Unity.Panel systray-whitelist", the problem is gone.
