Restore can be launched while backup process is running

Bug Description

At least in KDE GUI, recovery button can start action while backup process is in progress yet. The “Restore” button should be grayed out as it is a nonsense trying to do these actions simultaneously. I also think, such a check must also be performed by the backend appllication to ensure snapshots are always consistent.

I recently (in version 1.1.0) added a lock which will prevent scheduled snapshots while restore is running because if you restore onto a new machine this could break incremental snapshots. But I don't see any problem to restore files while there is a snapshot running at the same time. Sure, you can't tell if the restored file will be in the new snapshot or if it will be in the next. But that's the same if you keep working on your files while there is a snapshot running.
