Bug Description

In light-themes, there is no visual way to tell that a floating window (_NET_WM_WINDOW_TYPE_UTILITY) will behave differently from a normal window.

On Windows and Mac OS X, the standard way to show that a window is a floating window is to give it a thinner title bar -- including smaller window controls and a smaller title font.
