can't see which files i have open with multimonitor due to titlebar/top panel stuff

Bug Description
I have a lot of spreadsheets.
I have a set of spreadsheets for regions. So UK, US, France etc. From those sheets, I have to produce another set of spreadsheets from them. So I've done that, Ok. Now I want to compare them side by side to check my work. So I put the originals on left monitor and the new ones on right monitor. Because the filename is shown in the title bar which is hidden unless the window is focused, I can't tell that I am comparing the UK new and old spreadsheets, because I can only see *one* title bar. This is confusing and annoying.
And before you ask, no I can't do it all with multiple sheets. Each spread already has several sheets inside it.

I want to be able to see the filename of both the sheets at the same time.
I think I got the same issue on ubuntu Unity.
On Ubuntu 16.04. and 16.04.01 (2 monitors) you can't see the filename in the titlebar. You can configure some options in "Systemsettings - Appearance - Behaviour". The only way to show the filename, is to check the boxes "In the window's title bar" and "Always displayed" - The disturbing thing is, it only works if you maximise the window.
I tested this for libre-office- writer, for eye of gnome and for gedit. The strange thing is, on gedit it works, even when it is not maximised.
On 14.04.4 it works just fine, therefore I think it is a bug.
