Inconsistent scroll-wrapping in launcher and quicklists

Press ALT+F1
Press Up arrow.
Observe highlight has wrapped from top to bottom, highlight has moved from BFB to Trash

However..

Press ALT+F1
Press right arrow (quicklist should open)
Press up arrow.
Observe highlight does not move.

Note that menus and indicators also wrap.
