1) In System Settings/Appearance/Behavior ( see section 2.2 of http://tinyurl.com/7c7nofq ), the "Application Menu" options should be "Integrated in menu bar and hidden" (default) and "Integrated in menu bar and visible"

2) If "Integrated in menu bar and visible" is selected, the menus should always be shown, in exactly the same manner they are currently displayed when the pointer is moved over the menu bar.
