Bug Description

Inside 'System Settings/Keyboard Preferences/Options (keyboard Layout Options)' there is an option to enable keyboard layout switching using the ALT+SHIFT shortcut. See attached image keyboard_layout_options.png.

This bug requests that this shortcut is switched on automatically for users of 2 or more languages. Note that this change should not be made until bug #36812 ( https://bugs.launchpad.net/xorg-server/+bug/36812 ) is also fixed.
