poor overlay scrollbar functionality

Bug Description

I recently installed the overlay scrollbars for 12.04. While I think they look great, I found a couple of problems with their functionality. The first (that I am reporting here) is related to their usage for scrolling up/down long pages. In normal scrollbars its possible to move to a desired location and click in the bar and the page will scroll to that position but this is not possible with the overlay scrollbars. Obviously I can click on the handle and drag it but this means I have to move to the current location and drag to the desired page position, this isnt really convenient. With the 12.04 scrollbar implementation the handle now appears anywhere you move the mouse over the scrollbar but even then if I click on the scrollbar the page doesn't move to that position, it just moves incrementally. As a result I have to keep clicking.

In either case, the current implementation is inconvenient. Two possible solutions I can think are:
1) allow the arrows on the handle to be long clicked so the page can be scrolled continuously to desired place or

2) add a new button (perhaps in between the up and down arrows) which allows the page to be moved to the desired location directly without having to drag the handle or repeatedly click the direction arrow.
