Expo: Dropping an from launcher on workspace should launch app in that workspace

Bug Description
It would be a really nice feature if we could just drag and drop app icons from the launcher on a workspace in the expo and the app would launch in that workspace much like what gnome shell had in the it's earlier versions.
This would probably need a lot of design changes as currently only launcher is a valid drop target for launcher items. Implementing this would cause inconsistency with the feature to re-arrange items by dragging them out of the launcher.
Personally, I would sacrifice re-arranging feature by dragging an item out for this feature. This feature can be a joy to use on a tablet. :)
