When launcher is set to never hide, it should snap windows (be resistant when moving windows)

Bug Description
When launcher is set to autohide and one is moving windows near the launcher, the launcher should be a bit resistant so that it is easy to align the window to the launcher.
I.e. launcher should behave like windows behave when "Window edges" are checked in compiz's plugin Snapping Windows (under Behaviour tab). (btw: I do not know why this is not on by default but that would be for another bug)

I have confirmed the bug and set the importance to wishlist as "never hide" is not the default option nor there is any official way in the default install to achieve that is available. Patches welcome.
