Global menu not accessible from full screen

Bug Description

This should be a given, as by definition the global menu should be accessible from all modes of operation. I've noticed that it isn't from full screen (movie player, flash, etc.)

I'm not suggesting that the global menu should be visible from full screen, it shouldn't. After all, it's full screen mode. But it should appear if one's mouse point moves into its bar area, allowing access to the volume and other controls therein.

Accessing the volume would be desirable when watching a video in VLC or the like. Yes, I know VLC has a volume of its own, but sometimes it maxes out before reaching one's desired volume level. Thus, the need to access the system volume, without having to exit full screen mode.

You can now using alt+f10. Regarding the mouse interaction there're no plans to implement it for unity7. Marking as opinion.
