Move the dash lens bar to the top

The current locaion of the lens bar makes it both non obvious and hard to access. It will be better if it is move to the top of the dash. the design mailing list seems very positive about this.

Thanks for the patch staticd. I am marking as Incomplete for the Unity component, which will trigger the design review process when the Ayatana Design task is in the New state.
