show "Apps available for download" in Dash only if serch not found

Bug Description
In Oneiric it's not clear why dash shows always available apps for download.
If an user wants to browse installed apps, he doesn't want to browse NOT installed apps too.
If an user wants to install an app on porpouse, he know where to go, to Software Center.
Only if an user searches for an app that is not installed, but available, only then it's useful to kindly offer a possible solution: an install shortcut.
In netbooks, Application lense is a screen overwhelmed by icons, really unhelpful way to improve gnome 2 menu.
In Pangolin, "Apps available for download" has an intelligent way to show up only when needed.
