Quicklists, launcher tooltips, and other tooltips are visually inconsistent

Bug Description
in oneiric app jumplists in launcher have a gray background with dots.
app name tooltips in launcher are semi-trasparent black.
dash takes average color of background+blur.
tooltips when hoovering certain areas in apps are semi-trasparent black.
this is not a consistent stile in unity, specially regarding jumplists.
in my opinion they should all follow dash: average color of background + blurring.
In Precise all this surfaces must appear in the same stile, gaining a really coherent stile, unity look will tie together.

This is nearly the opposite of bug 964602 in Unity 2D, where launcher tooltips and quicklists look identical when they shouldn't. However, it's possible for something to look different while still looking like it was designed by the same people. Currently the elements described here look like they were designed by different people.
