Launcher - Tinting of icons when the Dash is open is incorrect

When the Dash is open, the Launcher icons should be tinted with the average wallpaper background colour. See https://chinstrap.canonical.com/~sabdfl/11_10/desktop_and_netbook/dash/music/Music_lens_17_08_11_01.png for an example.

Currently there seems to be some very mild tinting, but it is not strong enough. The colour needs to come through a lot clearer, again compare implementation with the visual design linked to above

The need for this tinting is most apparent when light, bright and colourful wallpapers are chosen. Wallpapers that are darker or more monochromatic, or have a dark strip on the right hand side are less susceptible.
