ALT + F10 and Alt +F5 should both toggle the state of the currently selected window between Maximised and Restored

Bug Description
Currently ALT + F10 maximises the selected window and ALT + F5 minimises the selected window. If the window is already maximised or restored, pressing either of these keyboard shortcuts should reverse the the current state (Maximised becomes Restored, or Restored becomes Maximised)
Desired Resolution:
- If a window is *not* Maximised, pressing ALT + F10 should make the window Maximised
- If a window is Maximised, pressing ALT + F10 should make the window Restored
- If a window is *not* Restored, pressing ALT + F5 should make the window Restored
- If a window is Restored, pressing ALT + F5 should make the window Maximised
