[launcher] dash launcher should automatically scroll back in view when the mouse exits the launcher

Since the dash launcher moved to the unity launcher instead of the top left position in the unity-bar, if you scroll down the launcher in unity-2d, the dash launcher icon disappears. But shouldn't this always be visible so the user can quickly find it?

The attached screenshot shows the top left of my screen - the dash launcher icon is not visible as it has scrolled off.

Note that the unity-compiz launcher will allow the dash icon to scroll off the screen, but as soon as you move the mouse away from the launcher it always scrolls back so that the dash launcher is visible.

@fbourcault; yes, moving the cursor out of the launcher should reset the Launcher position. Review current behaviour in this regards in Unity 3d, and adapt for Unity 2d where we do not have the folding of Launcher icons.
