Bug Description
This is VERY closely related to #649882; filing a new bug because this issue affects ALL darker themes (New Wave, Ambience, even Dust).
Unity uses the text[NORMAL] font color for rendering the panels. This property is used to specify default text color for widgets with editable text. Since this is meant for editable widgets it is typically a darker color, which causes unity to render dark text on a dark background (rendering it largely unreadable).
A different font color should be specified for window titles.
