Top panel should show a hint that current window offers menu items

Bug Description

It would be really nice if a small icon would show next to the window title in the top panel to provide a hint that some menus are available in the currently focused window.

At the moment only moving the cursor to the top panel will uncover the menus

I agree this needs to change. The current designed behaviour is very misleading for regular users.

Normal people won't guess that the menu bar will appear in the panel if they move the pointer up there. Normal people will assume there is no application menu, because none is visible most of the time.

I thought the reasoning for hiding the menu was to save vertical screen space.
This makes sense for a maximized window, but a windowed window already has a title - so why not use the top panel for the (unhidden) menu instead?

ijk, mainly for a more relaxed, less cluttered feel. We'll make having
the menu always visible an option.
